What $1 Billion in Investment Means for the Future of Downtown Saint Paul
By Joe Spencer, President, Saint Paul Downtown Alliance
What does the $1 billion investment milestone signal about the future of downtown Saint Paul?
The +$1 billion investment milestone signals that downtown Saint Paul has entered a new chapter. This is not one project or one organization making a bet on downtown. It is a coalition of public agencies, private companies, developers, philanthropies, and community partners investing together because they believe in where downtown is headed.
That level of alignment matters because it creates confidence. When developers see governments investing in infrastructure and public spaces, and when governments see employers investing in their campuses, it creates momentum that attracts even more investment. We’ve already seen that happen, with outside developers investing in downtown and new businesses continuing to emerge.
Perhaps most importantly, these investments are strengthening the fundamentals that make a downtown successful. They support housing, transportation, public spaces, entertainment, and commercial redevelopment. Those are the building blocks of long-term economic growth. A vibrant downtown attracts residents, employers, visitors, and entrepreneurs, creating a stronger economy not only for Saint Paul but for the entire region.
How do these public and private investments work together to strengthen the city’s innovation, business, and talent ecosystem?
Innovation depends on more than great ideas. It depends on creating great places where clusters of talented people want to work, where businesses can grow, and where entrepreneurs have opportunities to succeed.
Public investment sets the table. Improvements to streets, parks, transit, and public infrastructure create an environment where people want to spend their time. It signals to businesses that their government is investing where it can make a large impact.
Private investment builds on that foundation. When companies like Securian Financial, Travelers, and Ecolab modernize their campuses, they are making long-term commitments to downtown and helping attract and retain a talented workforce.
Developers are transforming underused properties into new housing and commercial spaces, while the Downtown Development Corporation is helping reposition distressed buildings so they can once again contribute to the local economy.
Together, those investments create an ecosystem that encourages innovation.
Companies benefit from being close to other businesses, entrepreneurs have more places to launch new ideas, and employees have access to the amenities and experiences that make downtown an attractive place to build a career.
How will these investments impact residents, entrepreneurs, employers, and visitors over the next several years?
The biggest impact will be a downtown that continues to grow stronger and more connected.
For residents, that means more housing options, improved public spaces, and a
neighborhood with more activity throughout the day and evening. For entrepreneurs and small businesses, it means more customers, more foot traffic, and greater confidence to invest because they can see that others are investing alongside them. It will also
translate to a larger tax base and a reduced tax burden on Saint Paul neighborhoods.
Employers will benefit from a downtown that helps them recruit and retain talent. Today’s workforce wants more than an office. They want walkable neighborhoods, restaurants, cultural experiences, parks, and convenient transit. These investments make downtown Saint Paul a more competitive place to attract the people who will drive the next generation of innovation and economic growth.
Visitors will experience a downtown that is easier to reach and offers more reasons to return, whether for sporting events, concerts, dining, or festivals.
Ultimately, this is about creating a feedback loop of growth. More residents support local businesses. More businesses create jobs and opportunities. That attracts more investment, more talent, and more innovation. The result is a downtown that serves as an economic engine for the region and a destination that continues to grow in value for everyone who lives, works, or spends time here.
